The Children Act 2004 provides the legislative spine for supporting the ECM strategy by providing a legal frame of reference for developing more effective and accessible services focused around the needs of children, young people and families.
“Every Child Matters: Change for Children” was published in November 2004 and the ECM website was launched soon afterwards. The Change for Children documents set out an agenda for actioning aspects of the Children’s Act 2004.
The focus is on promoting well-being of children and young people from 0-19. It concerns all organisations providing services for children, such as education, health, welfare and social care.
