All of the agencies involved in the criminal justice system have an important role in helping young people achieve the five Every Child Matters outcomes. Local Change for Children programmes follow the multi-disciplinary approach already in place within the criminal justice system in areas such as Youth Offending Teams (YOTs).
The Prison Service is now part of the National Offender Management Service (NOMS). The aim of this service is to manage the sentence of offenders (whether they are serving it in prison or the community two thirds of convicted offenders are not in prison). Education is only one of the interventions provided in prison to help with the rehabilitation of offenders. It is currently contracted out to a small number of FE colleges who manage the actual provision on site, reporting to the prison’s Head of Learning and Skills.
