Work based learning providers are privately owned companies that deliver publicly funded programmes, either directly or through subcontracted provision. As such they are expected to demonstrate how they are meeting the five outcomes of ECM. On the other hand WBL providers that make provision solely for adults will not be required to meet the ECM requirements unless they offer programmes for learners with special educational needs.
